The web has become a cornerstone of twenty-first century social, political and economic life. How can we create an ecosystem that sees web users as creators and consumers? How do we build communities with strong social norms that inspire people to defend those norms on and offline? What types of participatory mechanisms should be in place to ensure people can engage with companies and governments on the policies that govern these spaces?
